We have developed the website https://www.impuls-leasing.ro (hereinafter also referred to as the "site"), which includes an evolutionary intelligent Chatbot system named ILINCA, with the purpose of providing you with a general source of information and a series of Self-Service features[cite: 2, 3].
We recommend that you read these Terms and Conditions in their entirety, as well as the Data Processing Policy, before deciding whether to accept their content and whether you wish to continue the registration process to benefit from the functionalities of the impuls-leasing.ro website and the ILINCA Chatbot[cite: 4].
1. Intellectual Property Rights
This website, including the ILINCA Chatbot, is owned and maintained by IMPULS, and its content is protected according to the law[cite: 7]. All intellectual property rights (including copyrights and database rights) regarding trademarks, service marks, logos, and all other presented materials belong to IMPULS[cite: 8].
Nothing contained on this site constitutes a license or the right to use any image, text, trademark, service mark, logo, or any other materials presented on the site by any person[cite: 9]. 3. Use of the ILINCA Chatbot Function
The ILINCA Chatbot is the virtual assistant provided by IMPULS, available 24/7, which provides real-time information to any interested person and facilitates various Self-Service operations for authenticated users[cite: 21]. However, it does not guarantee the correctness of the information, the success of the operations performed, or any final results expected or obtained by the user[cite: 21]. To interact with ILINCA, the acquisition of the necessary hardware and software, the required licenses, and ensuring the Internet connection fall under the exclusive responsibility of the user[cite: 22].
3.1. "Useful Information" (FAQ) available to all users
ILINCA is a robot equipped with an evolutionary intelligent system, trained to answer as many questions as possible and will continue to learn as it interacts with users[cite: 23].
The "Useful Information" section provided by ILINCA is accessible to anyone without authentication[cite: 24]. It is the simplest method to find general information such as obtaining financing approval, invoicing, issuing penalties, information about contract assignment, restructuring, early payment, contract closure upon maturity, issuing power of attorney for damages or traveling abroad, vehicle registration, periodic technical inspection (ITP), license plates, etc[cite: 24].
Personalized requests cannot be sent to IMPULS within this section because we do not collect or process personal data for unauthenticated users, nor do we request or store data or information that allows the definitive, unequivocal identification of the person. Data transmitted by users is treated as anonymous and is not used to identify individuals[cite: 25].
Initiating and continuing the dialogue with ILINCA represents your consent to the collection of any data voluntarily and freely provided by you, which is necessary to provide specific answers while avoiding the excessive or irrelevant collection of such information[cite: 26, 27]. 3.2. ILINCA Self-Service Operations available to Authenticated Users
In order to use the Self-Service functionalities provided by IMPULS through the ILINCA Chatbot—specifically to view and/or benefit from these services—it is necessary to be an IMPULS client or partner and to follow the authentication procedure[cite: 29].
Self-Service operations are dedicated to personal use or exclusively for the use of the entity the user legally represents[cite: 30]. IMPULS transfers non-exclusive, limited, and revocable access rights to users for the services offered through the ILINCA Chatbot[cite: 30].
For performing Self-Service operations, IMPULS collects and processes personal data; therefore, before authenticating, please read the IMPULS Data Processing Policy carefully[cite: 31]. Through this section, personalized requests can be sent to IMPULS. Continuing the dialogue with ILINCA represents your agreement with these Terms and Conditions and the Data Processing Policy[cite: 32, 33].
In order to perform operations and answer questions, the information you provide within the Chat window will be processed using language processing algorithms through a Druid service operated by Druid[cite: 34, 35]. Google services meet the European data protection and security criteria regulated by Regulation 679/2016 - GDPR[cite: 36].
IMPULS and its partners constantly implement generally accepted technology and organizational security standards to protect personal data against loss, misuse, alteration, or destruction, without however being able to offer any guarantee regarding the complete absence of cyberattacks[cite: 37]. Access to the information provided by you is permitted only to IMPULS personnel authorized for this purpose, who are trained to ensure full confidentiality of this information[cite: 38].
IMPULS assumes no liability for any direct or indirect damage caused to users or third parties through the use of the website or Chatbot, nor regarding the virus infection of the device used by the user, nor regarding the consequences of cyberattacks or computer crime[cite: 39].
3.2.1. Accessing ILINCA Self-Service
The Self-Service operations offered by the ILINCA Chatbot are accessible on the official website of IMPULS, www.impuls-leasing.ro[cite: 40]. User registration and authentication involve using, as applicable, in whole or in part, the following categories of data: name, telephone number, email address, date of birth, Personal Numerical Code (CNP), and a copy of your identity document[cite: 41]. Following a secure login registration, the user can be classified into one of the following categories: IMPULS client or IMPULS partner[cite: 42]. Depending on the category, the user will have access to all or only some of the ILINCA Self-Service features[cite: 43].
3.2.2. For IMPULS CLIENTSIMPULS clients are individuals or entities already in a business relationship with IMPULS[cite: 44]. The ILINCA robot is the automated communication environment where an Authenticated IMPULS Client can request[cite: 45]: My AccountRequest for information display regarding contracts and invoices, obtaining powers of attorney required for traveling abroad, in case of damage, Bucharest parking tickets for electric and hybrid cars, or any other documents specified within the chatbot window[cite: 45]. Updating IMPULS Client DataA legal obligation without which business relationships cannot be initiated or continued[cite: 46]. ILINCA allows the completion of this process 24/7, exclusively online[cite: 47]. The following data is collected: first name, last name, date and place of birth, CNP (or similar unique identifier), domicile, residence, phone number, email address, occupation, employer/nature of activity, politically exposed person (PEP) status, purpose of the business relationship, source of funds/wealth, tax residence, and a copy of the identity document[cite: 48]. Ultimate Beneficial Owner IdentificationClients who are private legal entities or trusts are legally required under Law no. 129/2019 to provide accurate, updated info on the ultimate beneficial owner[cite: 54, 55]. ILINCA provides a special intuitive function to submit documents proving registration in: the Central Register (ONRC), the Central Register of the Ministry of Justice (for associations/foundations), or the Central Register of the National Agency for Fiscal Administration (ANAF for trusts)[cite: 56, 57, 58, 59].
IMPORTANT! In the event of a client's refusal to update the required data or to allow its processing, IMPULS is legally obligated under art. 11, paragraph (9) of Law no. 129/2019 to terminate or refuse to continue the business relationship and, where applicable, to draw up a suspicious transaction report[cite: 52, 53]. For PARTNERSTo facilitate access to information regarding IMPULS financing, the ILINCA chatbot serves as the automated communication channel for authorized partner representatives[cite: 60]: Simulations and CalculationsAuthenticated representatives of IMPULS partners can request the instant display of information regarding non-binding offer simulations, installment calculations, or any other support documents within the chatbot window[cite: 60]. Conditions and UsageTo use Partner Self-Service features, you must be a valid representative, complete the secure login procedure, and strictly comply with the Chatbot ILINCA User Guide provided by IMPULS, which you agree to by accessing the service[cite: 61, 62]. * Documents received through the ILINCA Chatbot do not represent a binding offer from IMPULS; the provided information can only be used for informational purposes and may be subject to additional terms and conditions[cite: 66]. |
